Charge:  In fall,1999, all administrative units of the University were asked to prepare and forward formal a self-study and strategic plan through their heirarchy to the appropriate vice president and the Office of Institutional Research and Planning.  Default models to guide preparing these documents were distributed (copies available on the web.)  Units were not obliged to use the default models if they preferred other models.  However, all units were encourged to include suitable mission statements and appropriate effectiveness measures.  The plans are reviewed by the Institutional Effectiveness committee, a group especially concerned with suitable mission statements and effectiveness measures, where recommendations are made for improving those statements and measures.  Subsequently, plans, as synthesized by the Vice Presidents, are forwarded to the President's Cabinet, the group that has been designated as the formal planning agency for the university.  At the Cabinet level, plans are synthesized into a university-wide strategic plan.  The IE committee review of plans is facilitated by an on-line "Strategic Initiative & Goal Achievement Inventory" where specific strategic inntiatives of organizational units is monitored.
