Planning Objective: To continue inter-institutional cooperation with Armstrong Atlantic State University and Georgia Southern University which will serve to strengthen the academic program offerings of Savannah State University and improve educational opportunities and economic development in Coastal Georgia.

Action Plans

FY 1998:

The President will continually foster inter-institutional cooperation through dialogue with other college and university Presidents.

The University will continue to computerize the Gordon Library which will allow students at all AASU, SSU and GSU to access the collections of all three libraries.

Fifty-two minority teacher aides will become certified teachers by 1997 through the DeWitt Wallace - Readers Digest Pathways to Teaching program on the SSC campus in cooperation with Armstrong Atlantic State University.

The Presidents of Armstrong Atlantic State University and Savannah State University will meet quarterly to consider issues of joint concern and to review the programs and management of the Coastal Georgia Center for Continuing Education.

Resources Needed: Inter-institutional cooperation will be carried out within existing resources of the three institutions.

FY 1999:

Proposals for four new graduate programs to be offered on the Savannah State University campus will be developed and submitted to the Chancellor for approval by June, 1997.

Student government leaders from SSC, ASC and GSU will meet once annually to develop at least one joint student activity annually.

Black History Month Activities at the three institutions will be coordinated to maximize resources by sharing speakers and coordination of programs.

The Presidents of the three institutions will explore the possibility of creating a joint Higher Education Task Force on Economic Development for Coastal Georgia.

The three Colleges will cooperate in offering support services to the Savannah-Chatham Board of Education and the New Futures Authority.

The Athletic Departments of the three institutions will cooperatively develop and invitational track meet to take place on the Olympic Track at Wright Stadium.

Resources Needed: Will be carried out within existing resources of the three institutions.

· Savannah State University, Armstrong Atlantic State University and Georgia Southern University will explore the possibility of developing a joint faculty committee on inter-institutional cooperation in instruction. The purpose of this committee would be to coordinate activities that would improve instruction on all three campuses. Possible joint activities might include joint faculty development efforts, joint study abroad programs, faculty and student exchanges, joint development of distance learning activities, etc.

Program Enhancements at Albany State University, Fort Valley State University, and Savannah State University

Planning Objectives: To enhance academic programming in the System's three historically black institutions to improve access to academic excellence by the minority citizens of Georgia. To eradicate inequities m the System's historically black institutions by providing funds to strengthen and enhance their academic programs. To ensure that the System's historically black institutions have the resources necessary to become full partners in the Vision of the University System of Georgia. To ensure that Georgia's minority citizens will enter the workplace with confidence, move beyond entry level positions, pursue life-long learning, and exercise leadership as contributing citizens. To develop new academic majors, degree programs, and/or strengthen existing academic programs at the three institutions that address at least one or more of the following criteria:

· support a clearly focused institutional mission and the mission of the University System of Georgia;

· use technology and curricular innovation to enhance student learning;

· utilize active partnerships with Georgia's businesses and industry, cultural and social organizations, and government to respond to changing state and regional needs;

· develop innovative campus learning communities that engage students with the ideas that mark educated persons, global and multi-cultural perspectives, and

· advanced technology to develop both ethical principles and intellectual flexibility for the world of tomorrow,

· foster linkages between the historically black institutions and neighboring public schools and technical institutes.

The University System of Georgia, in its Access to access for the New Millennium, establishes the Principle that the System "Shall insure that its historically black institutions are models of access to acadamic excellence, full partners in land-grant and other collaborations, and assets in the entire System's continuing initiative to eradicate inequities and to increase current opportunities for all Georgia.

For over one hundred years, the System's historically black institutions have been a primary access point for the State's minority citizens who wished to pursue post-secondary education.

Funding to develop academic programs to meet National Patterns of Excellence has been a challenge to these institutions throughout their histories.

Fast-paced changes in technology have limited the ability of these institutions to acquire the equipment, laboratories, and other facilities needed to provide their students with skills needed for survival.

Resource Needs:

This initiative will provide a total amount of $3 million to be shared among the System's three historically black institutions. Each institution shall submit specific proposals to enhance academic programming according the established goals of this initiative. The proposals will be reviewed by an assembled team of University System professionals. The team will choose the projects to be funded and will establish the level of funding for each project.
